In 2003 Mr. Weeks successfully raised $300 million to establish a de novo banking operations in the USVI and the Caribbean, and served as the Regional Manager of Columbia Equities, a division of Ocean First Bank.Ocean First Bank d/b/a Columbia Home Loans LLC (a federally chartered bank with $2 billion in assets). During the early dot com period he founded eBank, an e-commerce ACH/bank drafting system. Over his professional career Anthony Weeks has participated in projects valued at approximately $5 billion. He is currently spearheading the development of SEDI-CASE: The ARCIPELO Centers of Innovation in International Trade, Commerce, Finance, Technology & Media.
Mr. Weeks has formerly served in the capacity as the Vice Chairman of the Governor’s (Charles Turnbull) USVI Stock Exchange Task Force (VISTX). He is the originating principal of the proposal to create the USVI Stock/Securities Exchange, and was a principal/co-founder of Global STX, a private investment group proposing to design, build and finance the creation of a USVI Stock/Securities Exchange. Mr. Weeks was formerly employed, trained and sponsored by Morgan Stanley Financial Advisor program, and became licensed (Series 7) with the Windmill Group to sell stocks and bonds. His present and former professional affiliations are the Rainbow Push Wall Street Project New York, the Greater Westchester/Connecticut Black MBA Association (honorary member-finance committee), New York Carib-News Multi-National Business Conference, New York City Manhattan Chamber of Commerce and the Caribbean-American Chamber of Commerce (CACCI). His organization is a strategic partner with the Greater New York Chamber of Commerce, and Brooklyn Chamber of Commerce.

Scot was born in Charlotte, North Carolina, and has been a resident of the U.S. Virgin Islands since 1997. He earned his Juris Doctorate from the University of Houston in 1997, and his Bachelor’s of Science degree in Business Administration with a specialization in Accounting from the University of Texas in 1990 and subsequently his CPA License in 1993.
Before attending law school, Scot practiced accountancy in the areas of auditing and mortgage banking. Scot’s dream of living and practicing law in the U.S. Virgin Islands was inspired during his vacation to St. Thomas and St. John in 1993, the same year that he had been accepted into law school. From that first visit to the Territory, he knew that he wanted to live in the islands, and as a U.S. jurisdiction, he would be able to practice law in the U.S. Virgin Islands as well.
A month after graduating from law school in May 1997, he realized his dream of moving to the island of St. Croix, U.S. Virgin Islands, and was admitted to the Virgin Islands Bar in 1997 and the United States Court of Appeal Third Circuit in 1998. At Brandywine, Mr. Molotsky was responsible for all legal operations of the company, including acquisitions and divestitures, financings, joint ventures, board matters, insurance procurement, litigation oversight, SEC filing oversight and the legal aspects of capital raising. During his tenure, the company grew from 40 buildings to approximately 300 buildings, totaling 28 million square feet.
In 2020, Mr. Molotsky was named a national influencer in the Opportunity Zone space by OZ Magazine and won The Philadelphia Inquirer Influencers of Law Award for Real Estate. He was also named by The Philadelphia Inquirer as an Influencer of Real Estate for Real Estate Legal Excellence in 2019. He was also named in The Legal Intelligencer's list of Pennsylvania Trailblazers for 2019. Mr. Molotsky was named one of Philadelphia Business Journal's 2018 "Best of the Bar: Top Lawyers in Philadelphia.

Joél H. Asker grew up on St. Croix in the USVI. She is one of eight siblings with most of her family from Trinidad. Her
professional career spans over 20 years working in Management, Marketing, and Promotion.

Joél successfully operated and managed an international commercial photography business for several years in Houston,
Texas and Denver, Colorado. Traveling between the two cities, she worked on pre- and post-production, interviews, hiring
independent contract support, and cost accounting.
In 2005 Joél branched out into event and promotional marketing representing a multitude of clients, implementing on-site
marketing to drive branding and sales. She worked to build and develop customer awareness, education, and to promote
brand loyalty.
Concurrently, the opportunity to work with UPS, the world’s largest package delivery company, was offered. As a member
of the management team, Joél supervised offices in Houston, then Portland, and finally in the Virgin Islands. Tis wa
fifteen year journey involving daily operations, management o employees, vendors, and customer care. It also involve
analytical reporting to senior leadership and maintaining governing policies and compliance regulations.
Returning to the Virgin Islands was important because it signified a return to Joél’s beloved island roots and memories o
growing up on St. Croix. Supervising for UPS in the USVI, her base was on St. Thomas. There, she also worked with her
now husband, the sculptor, Ward Tomlinson Elicker in establishing and promoting a market for The Leatherback Brewing
Company for the islands of St. Thomas and St. John.
While working together, Joél and Tomlinson developed a close relationship. After Hurricanes Irma and Maria, they set a
goal to establish a sculpting studio. Unable to locate an appropriate artist studio space in the USVI, an opportunity
opened in Puerto Rico where they now have established a sculpting studio in the mountains and are currently building an
art foundry which Joél manages. Their mission is to produce and promote museum quality bronze art and to pass on this
knowledge to future generations through education and work-study opportunities.

Elicker has been working as a professional Sculptor for over thirty-five years. He has designed, built, owned, and
managed several art foundries, producing museum quality bronze artwork for his own work as well as those of

esteemed artists. His artwork and those he has produced for clients can be found around the world. Elicker
received his classical training at the prestigious Pennsylvania Academy of Fine Arts, founded in 1805, which is
the first and oldest art museum and art school in the United States
Notable works Mr. Elicker has produced and cast for other artists include the bronze inlays in the Miami airport
for Michele Oka-Doner, The Geo Face Distributor (aka the Orange Blob) for James Angus, located in the National
Portrait Gallery in Canberra, Australia and another in Grenoble, France. He has also produced and cast works for
George Segal and produced five bronze castings of The Thinker by the great French Sculptor and founder of
modern sculpture, Auguste Rodin.
Elicker’s monumental sculptures include The Dragons, consisting of four sixteen feet flying bronze dragons
elevated on stainless steel located in Philadelphia’s China town, Leonardo DaVinci’s Helicopter at Philadelphia’s
Northeast International Airport, The Shepherd and his Flock at Bryn Mawr Presbyterian Church, Bryn Mawr, PA,
Ulysses & The Sirens at the San Patricio Plaza in San Juan, PR, Ponce DeLeón at the Corporate office of Banco
Popular, San Juan, PR, Nautilus at Admiral’s Cove, Jupiter, FL, as well as The Guardians consisting of three
thirteen foot Moko Jumbies located at the Old Armory Building in Christiansted, St. Croix, USVI.
The USVI & The Caribbean
In 2014,“Tom” moved to the US Virgin Islands where he established a studio on St. Croix. He completed
sculpting The Three Queens and Bottombelly (of Fireburn) in 2016 at his studio in Estate Whim, St. Croix. He
began sculpting five Moko Jumbies at Estate Whim and continued to work on them after moving to St. Thomas
after Hurricanes Irma and Maria. His community involvement on St. Croix included bringing to life the historic
blacksmith shop at St George Botanical Gardens where he demonstrated and offered hands-on experience to local
youths and adults to experience the traditional trade skill of blacksmithing. He also enjoyed being the Treasurer of
The Sailing School of St. Croix where he also helped manage and teach the youths sailing at the Youth Sailing
Program in Frederiksted. As of 2025, he has produced three sculptures of Emile Griffith, the extraordinary World
Champion Boxer from St. Thomas.
Tom currently lives in Puerto Rico with his wife and manager Joél Asker, who grew up on St. Croix. They are in
the process of building a foundry and hope to teach and educate youths from the Virgin Islands in the art of
sculpting and foundry skills. Carole, Tom’s mother, and step-father, Rich Difede, live on St. Croix. Rich is a Co-
Founder and President of Gold Coast Yachts, which is a world-class boat building company contributing to the
USVI economy. Tom and Joél maintain a strong connection to the Virgin Islands through their love of the people,
the rich culture and history, and their close family ties.
